“I swear allegiance to the Ukrainian people; I swear to be honest, brave, to watch closely economic interests of our Motherland.” On October, 16, 2009 these words were repeated by 239 freshmen cadets of the tax militia faculty.
The tax militia faculty is a great family with glorious traditions. During its 12 year history the faculty trained 1 658 tax officers out of which 370 graduates obtained honours diplomas.
On the educational base of the faculty 3 252 tax militia officers did the courses of starting training, 2 683 tax officers promoted their qualification.
For great achievements in educational and scientific work while studying at the university 9 graduates were recorded to the University’s Gold honours book, 5 students of different years of study were the grant holders of the President of Ukraine, once – by the grant holders of the Cabinet of Ministers, Verkhovna Rada, STA of Ukraine, of M.S. Hrushevsky grant.
The cadets of the faculty are active participants and winners of international and all Ukrainian research and practical conferences and Olympiads.
For five times officers and cadets of the faculty represented tax militia during the festive parades dedicated to the Day of independence and to the 60th anniversary of liberation of Ukraine, for which they were highly appreciated by the state authorities.
During its existence the faculty trained 3 international class masters of sport, 15 Ukrainian masters of sport, 32 sport masters candidates.
Annually the best faculty graduates are awarded with honour to present the tax militia and National university of STS of Ukraine at the meeting of the President of Ukraine with the graduating students of the force structures’ educational establishments.
Such guests were invited for the domestic holiday of the faculty – taking an oath: Mykola Jiga – Vice-chairman of the Committee on fighting against the organized crime and corruption; People’s deputy of Ukraine, Hennadij Lisovy, the Chief of the General Department of Tax militia in Ukraine and other high-up guests who participate actively in alteration of our educational establishment: members of the staff, parents and relatives of freshmen cadets.
All action was held in the congress hall of the Centre of information technologies. Cadets changing each other fell out solemnly speaking the text of the oath.
On this notable event the cadets were greeted by the People’s deputy of Ukraine M.V. Jiga: “You must realize that you are that part of power to which people apply for help. I wish you deservingly carry this power during all your life, serve til the high ranks and high positions, understand that the state is a guarantor of stability in our country. I’d like to wish each of you clearly realise and keep the laws of our country in your activity. Bring up yourselves to be human and decent. Even when you graduate from this wonderful university, continue to work on improving the professional and cultural skills”.
Sincere and warm was a congratulatory address of G.O. Lisovy. He also gave greetings to the freshmen and the faculty from the STA Chairman of Ukraine Serhij Vasylyovych Buryak and the first Deputy chief of the STA tax militia of Ukraine Vladyslav Victorovych Bukharev and handed the faculty a gift from the STA – two television sets.
Paternal welcoming words of the Rector Petro Volodymyrovych Melnyk touched cadets, their tutors, relatives and friends to the innermost of their hearts.
Today is indeed a festive day, the Rector said. – It will remain in your memory for all your life. You’ve made a decision today. You have the purpose in your life and
fulfil it. If we asked the worthy people invited for the holiday, what the dearest thing for them is, they would answer: “Nothing is dearer than Ukraine”. Ukraine, Dad, Mum, family. Ukraine trusts you the dearest thing - its future. Because the future of Ukraine without normal functioning of the financial system is impossible. Tax service which you’ve chosen is not an easy thing. You will need to work both by the mind and heart. I would like you to be able to co-operate with security service, law enforcement authorities and with your colleagues, to be able to create the proper communications, the aura, the amulet which would save you. Good luck!
The Chief of the tax militia faculty Oleksandr Mykolayovych Rozum appealed to his ward:
Today the large law enforcing detachment of our state has been filled up by plenty enough of wonderful young people which took their oath of allegiance to the Ukrainian people. First of all I am addressing to the cadets: you’ve chosen not a simple and even dangerous profession, but it is so necessary to the state. They say, taxes are payment for public peace. And in the near future you will be participating to this business – providing the public order in our state. I wish you successful career and large officer’s and general's stars!
A congratulatory address on behalf of the freshmen parents was said by the mother of the cadet – Lyudmyla Volodymyrivna Onishchenko. The first year cadet Kateryna Chubarova promised to the authorities and teachers of the faculty:”We will conscientiously study tax business and keep the oath given by us today”. The St. Mykola’s temple priest father Vasiliy blessed the cadets on conscientious and honest service to the chosen profession.
Information: the World lawyers’ association (further – WLA) is the largest and the most influential international organization of lawyers, which unites the complete spectrum of profile associations (World association of judges, World association of bars, World association of law professors, World association on problems of economic law).
WLA was founded in 1963 on the first Congress which took place in the USA under patronage of that time President of the USA Lyndon Johnson. The formation of the Association became a respond to the necessity to create the opened forum, where judges, advocates, professors of law, and all relating to the law-making and law-implementing processes would unite the opinions and efforts for strengthening and activating influence of international legal public on development of international law in particular and on the processes of international social and political life on the whole.
“The world must be managed by law, not by force», such was the initial thesis of one of the ideologists of creation of the future Association William Howard Tafta, the ex-president of the USA, a prominent lawyer,a unique in American history politician who combined presidential duties with position of the Chairman of the Supreme Court of the USA. Since then the slogan of all legislators of the world, lawyers incorporated within the limits of the World association, is the Latin sentence of «??? orbis ?? jure » (The peace is in the world through the law).
On March 22, 2009 the grand opening of the 23d Congress of the World association of lawyers took place on the base of the National University of state tax service of Ukraine. Foreign guests from 140 countries of the world were met with bread-salt by the students in the Ukrainian folk suits. Under the sounds of the greeting song
Petro Mel'nyk, the Rector of the University and members of its administration, accompanied the guests to the modern conference-complex.
Triumphs on occasion of opening the 23d Congress of the World association of lawyers were started by
Valery Evdokimov, the Chairman of the Ukrainian Union of lawyers:
– «Integration in the world legal community is one of the main tasks of the Ukrainian Union of lawyers. Therefore from year to year the Ukrainian lawyers put the bricks of foundation of proof positive image of Ukraine’s activity in the world. I hope that by general efforts we will build democratic and legal, stable and cultural Ukraine in the consciousness of the world public.
The National University of the state tax service of Ukraine hospitably has met the representatives of the World association of lawyers not for the first time already. We are always glad to socialize with its teachers and talented young people. On behalf of participants of the 23d Congress of the World association of lawyers I sincerely thank to
Petro Mel'nyk, the Rector of the National university, for hospitality, sincerity, and, what is the most important thing, for the fact that under his guidance the modern educational process of training a new cohort of lawyers which are to continue implementing the principle of activity of the World association of lawyers «The peace in the world is through the law».
Ronald Greenberg, the President of the World association of lawyers, appealed to the participants of the Congress with a congratulatory word:
– «The World association of lawyers presents legal societies from over 140 countries of the world, in each the representative mission of the Association operates.
As the organization with the special deliberative status at Economic and social union of UNO, the World association of lawyers became a powerful lever on the way of achievement of international unity. Growth of international role of the Association is a common knowledge, as a deliberative function of the WLA, as expression of official opinion of all lawyers of the world, gets the concrete embodiments.
We constantly call all legislators of the world to exchange experiences, to general searches of solving conflicts and problems which the today's world runs into, traditionally we co-operate closely with the governments of the world countries, with other international government and non-government agencies, eloquently proving that people can and must realize the sovereignty by means of international law.
Due to the World association of lawyers the legislators of different countries of the world get possibility to unite the efforts regardless of the personal political tastes, religious looks, regardless of legal, social or economic level of their countries’ development.
Judging on this open-armed and business welcome in the National University of state tax service of Ukraine fruitful work expects us in Ukraine».
On behalf of the Ukrainian legal community Oleksandr Pasanyuk, the Chairman of the Supreme administrative Court of Ukraine, appealed to the participants of the Congress:
– «I am pleasant to be among the world legal elite, in fact it is pleasant to associate with our colleagues, lawyers, from other powers of the world. I hope that all days of the Congress work will be saturated with the important meetings, professional discussions. For Ukraine this Congress is a considerable event, in fact the Ukrainian lawyers always are the active participants of measures, which international organizations hold which are directed to exchanging opinions concerning different problems of law. I’d like to emphasize the importance of electing as a subject of the current Congress of the World association of lawyers the problem of supremacy of law and its role in the modern world, in particular, in defence of human rights. As a professional judge, I can confirm, that today exactly the proper level of human rights defence in the state is that important index, by which the state can be considered as such which cares of its citizens».

– «I remember the year of 1997, when the Ukrainian delegation first took part in the work of the Congress of the World association of lawyers in Khaddar. Then
Valery Evdokimov headed our delegation, it included also the well-known lawyers, statesmen. I’d like to thank the legal association for the great trust, which you then gave Ukraine in relation to an acquaintance with experience of the world leading lawyers’ work.
Most of you are already not for the first time in our university, that is why you can make sure in its dynamic development. For the state we train lawyers, economists and officers of tax militia, who provide collecting revenues to the State budget of Ukraine, conduct a professional fight against a shadow economy and corruption.
I think it is possible to find many themes for discussion, to intercourse at the level of legal elite of the states, and levels of the universities in your countries. At our university much attention is paid to the development of international cooperation. Our teachers work on probation in the USA, in the countries of Europe, and students study in higher educational establishments of Poland, Spain, France, Russia.
I hope that our communication will proceed not only during the work of the Congress but also in the future».
Foreign guests familiarized with the terms of studies of the Ukrainian students, with a student township, the creative young people of the University complimented foreign guests with a festive concert.
