On 1 September, 1997, as a result of division of the Chair of Law, the Chair of Theory and History of the State and Law was founded at the Law Faculty.

Firstly Tsymbal Petro Vasylyovych, the candidate of Laws, was appointed the Head of the Chair. In a year he headed the new-formed Chair of Criminal Law, Process and Criminalistics. The Chair of Theory and History at State and Law was headed by the Candidate of judicial Sciences, associate professor Panchenko Oleh Serhiyovych. Later, in 2001-2006 Samilyk Grygoriy Mykhaylovych, the Candidate of judicial Sciences, associate professor and the Honoured Lawer of Ukraine headed it.

In 2006 Leonid P. Samofalov, the candidate of Laws, associate professor was appointed as a head of sub-faculty. Samofalov L. P. graduated from Kyiv High School of MIA of the USSR in 1979. He defended his thesis “Role of procedural form in realization of constitutional rights of citizens in their relations with militia” in 1987. He is the author of more than 40 scientific and scientific – methodological works.

The Chair ensures teaching of such subjects as: “Theory of the State and Law”, “Constitutional Law of Ukraine”, “Legal Deontology”, “History of the State and Law of Ukraine”, “State Administration and Local Self-government in Ukraine”, “Actual Problems of Theory of the State and Law”, “Organization of the Legal Ensuring of Activity in Financial Agencies”, “Basis of Law”, “Basis of Constitutional Law”.
The staff of the Chair takes an active part in research work on improving the activity of subdivisions in legal bodies of STS of Ukraine. The results of the research are introduced into the teaching process.

The Chair conducts the research work. Its topic is “The theoretical and practical problems of the legal ensuring in the sphere of taxation”.

Students’ scientific society, which involves 27 students, works within the Chair. There is the discussion club “Point of view” which operates attracting the members of society as well as all individuals interested.
