The National State Tax Service University of Ukraine history
broke out in 1921 from the Ukrainian peat technical school which was located
in Kyiv on Tymofiyivs'ka street, 12. A member of the Academy of sciences
of Ukraine Klopotov B.M. was appointed the first director. The technical
school was considered as a higher educational institution, after its graduation
students were given a qualification of an engineer peat master
and technician on peat cutting. The first graduation under the reduced program
was held in 1922. In 1932 the Kyiv peat technical school was transferred
to the settlement of Irpin under the name "Irpin peat technical school"
in structure of peat training center. During the first 20 years more than
4 thousand specialists were trained in the technical school.
During
the Great Patriotic war the technical school was destroyed, but in March,
1944 it began to function under the name of "Irpin mine fuel technical
school". In 1944 120 persons were admitted on the first course, 38
persons on the second course, 12 persons on the
third course, 4persons on the fourth course of the technical
school. Students took part in restoration of the technical school, and were
engaged in sports sections, circles, and amateur performances. The first
post-war graduation of 13 specialists took place in 1946.
In 1951 an educational building (nowadays the main building of the university)
was set in operation, in 1955 a hostel and a dwelling house for teachers
were placed into operation. The campus located in a fine park zone was formed
then. In 1960 in the technical school the following specialties were introduced:
"Technology of silicates", "Technological equipment of the
industrial enterprises", "Processing of metals by cutting".
In 1961 Irpin the mining-fuel technical school was renamed as Irpin industrial
technical school. In 1968 training of specialists on ten specialties was
already carried out. During 1946-1968 3800 specialists were trained. The
year of 1969 was marked by the beginning of a new stage in the development
of the technical school. Pavlenko Volodymyr Ivanovych was appointed the
director of the technical school. During 22 years the modern teaching-material
resources of the technical school were created under his leadership. Since
1975 Irpin industrial technical school came first at exhibitions of technical
creativity among technical schools of Kyiv and region. In 1980 the technical
school trained specialists on such specialties: "Economics and planning
in the field of the national economy", "Book keeping, control
and analysis of economic activities", "Processing materials on
machine tools and automatic transfer lines", "Installation and
operation of an electric equipment of the enterprises and public constructions",
"Operation of machine tools with program management and robot-technical
complexes", "Debugging and operation of electronic devices of
program management and equipment of the automated manufacture", "Mechanization
and automation of peat manufacture", "Manufacture of products
and covering made of polymeric materials", "Tool manufacture".
In 1986 a new specialty "Operation and debugging of machine tools with
program management and numerical management" was opened. For the period
from 1969 till 1990 the number of graduates made up 16 653 persons. At that
time economic specialties occupied a priority direction of the technical
school.
In 1990 Irpin industrial technical school was reorganized in a secondary educational
institution of a new type Irpin industrial technical school (college).
It trained mechanics of peat manufacture, mechanics-electricians, technologists
on processing metals, technologists of plastic products, bookkeepers, planners
economists of machine-building manufacture, servicemen of machine tools with
program management, banking specialists.
In
1996 on the base of Irpin financial and industrial college the Ukrainian
financial and economic institute subordinated to the Ministry of Finance
of Ukraine was created, and since November, 15, 1996 it was transferred
to submission of the State tax administration of Ukraine. Melnyk P.V. was
appointed the Rector. The institute carried out educational activity on
such qualifying levels: junior specialist; bachelor; specialist. Five faculties
were created: financial and economic, law, accounting economic
faculties, faculty of tax militia (1997), extra-mural faculty and seventeen
departments. The Center of training, retraining and improvement of professional
skills of the staff for the State tax administration of Ukraine was created
in the institute structure.
In 1999 the State Tax Service Academy of Ukraine was founded on the basis of the Ukrainian financial and economic institute. Professor, Doctor of Economic Sciences Melnyk P.V. headed the Academy. On August, 21, 2003 the Academy obtained the National status according to the Order of the President of Ukraine ¹870 for a considerable contribution of the Academy's staff to the development of the national education and science.
On August,23 the National Academy of the state tax service of Ukraine was reorganized into the National University of the state tax service of Ukraine in accordance with the regulation of the Cabinet of Ministers of Ukraine ¹ 472-p.
In the University structure 7 faculties function where besides economists, bookkeepers, financiers and tax militia officers, specialists on financial law, taxation, operative-search and procedural criminal activity, tax control and audit, account of payments and taxpayers are trained. New specialties have appeared such as: banking, social work, international economics, and intellectual systems of decision making. During its existence the educational institution has trained almost 60 thousand specialists. Due to their high qualification and professional skills the University is known far outside Ukraine.
On the August, 23, 2006 National University of State Tax Service of Ukraine
was created on the base of Academy. Melnik P.V. became the head of the University.
