In 2002 the department of information and legal provision and international experience study was created with the purpose of expansion and deepening of international contacts in the scientific and educational spheres of activity in the structure of the Academy of state tax service of Ukraine. Afterwards it was renamed as the department of international contacts of the National university of state tax service of Ukraine.

     Since January, 2008 the department is headed by Donskoy Sergey Nickolayevich.
     In 2002 he graduated from the Kyiv institute of international relations and obtained the master's degree diploma on international law and of the interpretor of French. Donskoy S.N. took the Sorbonne diploma on speciality of «European enterprise law».
     In 2003 he got the diploma of the European J. Marshall Center (Germany Garmish-partenkirkhen), in 2004 - the diploma of the NATO Defensive college (Rome, Italy), in 2005 - the diploma of the Defensive university (Budapest, Hungary).
     During 2002–2007 Donskoy S.N. held posts of a consultant, a chief consultant, a state expert of the Department of foreign-policy aspects of national safety of the Council of national security and defense of Apparat of Ukraine.
     The department of international contacts of the National university of state tax service of Ukraine has set connections with the Embassy of France in Ukraine, the International fund «Revival», Center of international exchanges in the field of education and science (IEAC), Institute of open society, Agency of education «Agnos», Council of international scientific researches and exchanges (IREX, the USA), American council on international education of ASTR/ACCELS (American Counсils, the USA), Fulbright Program of academic exchanges (the USA), British Council (Great Britain), European institute (Sweden), German service of academic exchanges of "Deutscher Akademischer Austauschdienst" (DAAD, Germany), Civic Education Project, Peace corps (the USA), French cultural center, NATO connection Office in Ukraine, etc.
     The department signed protocols on collaboration with the representatives of tax administrations of Byelarus, Moldova, Russia, Uzbekistan, partner relationships are established with Higher school of management and administration in Pshemishl' (Poland), with the Irish institute on issues of taxation (Dublin, Ireland), with Varna free university (Bulgaria) and Central Europe university (Budapest, Hungary). At the beginning of 2008 memorandums on collaboration with the Krakov economic university, University of Salesian de Sarria (Barcelona, Spain) have been signed. In April, 2008 signing of the agreement on collaboration with the University of Dauphin (Paris, France) is planned. 
     The university representatives regularly take part in international measures, visit educational and governmental institutions of different countries of the world.
     In 2008 international cooperation obtained a new prospect on the introduction of a number of the educational and scientific programs in cooperation with European and Russian higher educational establishments. In this connection the department of international cooperation activated work on providing of participation of students, graduate students, faculty advisors of the National university of state tax service of Ukraine in the master's degree programs, programs of internship and retraining in oversea educational establishments and within the framework of some international programs.
     In this context the department of international contacts has a task to give bachelors of the National university of state tax service of Ukraine possibility to prolong the studies in prestige educational establishments of the USA, Russia and Europe to obtain a master's degree diploma MBA (Master of Business Administration) of the world level. For the students who have already received master's degrees in native walls, it is planned to create the proper terms for obtaining the second higher education or defending dissertations abroad.
     On the other hand, improvement of educational process has been established as a priority of the department’s work due to invitation of leading foreign specialists, holding of international conferences, seminars and trainings to collaborate.
     Important direction activity is a permanent improvement and increase of professional level of the staff of our educational establishment. For this purpose participating of teachers in the international programs of internship and retraining is envisaged.
     Today irrefutable success of the department on international cooperation of our university is the signing of Memorandum on cooperation with the Krakov economic university (Poland), one of the worthiest higher educational establishments in Europe. It is offered to the Ukrainian side to take part in two programs: the first one stipulates possibility of obtaining master's degree of education on specialities of economic and legal direction in Krakov economic university. Studies will last for a year for master's degrees and two years for bachelors. A course is requiring payment, total cost makes up €2000 a year (one semester costs €1000). Charges for residence and feed are paid by students additionally. Upon termination of this educational program participants get the diploma of the European level. Another variant is the use of base of the Krakov university for participating in the educational program of the European Union «Erazmus». It foresees conducting of classes exceptionally in English. Lectures will be read by teachers from the leading European institutes of higher educational establishments of the USA. Cost of participating in this program is €4000 a year (€2000 a semester). A diploma, obtained after this program, will meet the European and American standards. In the prospect of developing cooperation with the Krakov economic university, signing of the agreement on double diplomas is planned .
     The mentioned programs will start acting since October, 1, 2008. With the purpose of providing the proper level of knowing foreign languages, necessary for studies on these programs, university administration inculcated courses of studying Polish on the base of our educational establishment. Experienced teachers of the Polish department of the Taras Shevchenko Kyiv national university and native speakers teach on courses.
     Another considerable achievement in international cooperation became an agreement on participating of our students in the master's degree programs of economic and legal disciplines of the Barcelona university of Salesian de Sarria (Spain). Educational courses are read in English. Duration makes up 8 months. The intensive study of Spanish is included in an on-line tutorial. The course of studies also includes production practice on the enterprises of Spain which enables employment in the countries of the EU. Upon completion students defend the master's degree project in English and get the diploma of Salesian de Sarria university.
     From February, 24 till March,7, 2008 the journey of the chief of the department of international contacts S.M Donskoy and the dean of Accounting faculty N.P. Matselyukh to the university of Salesian de Sarria took place with the purpose of training to maintenance and organization of studies of students on educationally qualifying level master's „degree” within the framework of the MBM program (master's degree of business and marketing). On the results of the journey a trilateral memorandum on collaboration was prepared to signing, constantly operating working-groups are formed for preparation of the educational and methodical providing of the semantic modules and co-ordination of educational process. In addition, the agreement has been reached on bringing in the National STS university of Ukraine to creation of international university center in Barcelona in partnership with 8 universities of the world which will allow us to take part in educational trends of the European Union in 2008-2009 academic year, and it also will allow to extend the list of the master's degree programs for students and will enable to realize programs of professional development of tax sphere officers and scientific-pedagogical staff of our university.
     Intensive work on development of double diplomas course is now being conducted and the proper agreement between the National university of state tax service and university of Salesian de Sarria is being prepared to signing.
     The educational program of the Fulbright fund is also opened for our students to study at the universities of the United States of America. In the competition graduate students, young specialists, 4–5 year students can take part. Documents are accepted before May, 16, 2008. The selection of participants is carried out on the opened competitive basis in a few stages. In the case of passing necessary tests, students will have the right for free studies, including payment of charges on visa support, flight, feed, dwelling in a hostel, medical insurance. They also will get a grant and additional sum on acquisition of professional literature and textbooks. By the results the program participants, depending on the format of their participation, will be able to get the diplomas of master's degrees, take entrance examinations to the post-graduate courses or pass training.
     Since March, 15 at our university Professor of the FRG Tax school V. Box began delivering the course of lectures on the legal adjusting of taxation in the countries of the European Union.
     The perspective of inviting leading teachers of economy from the Moscow State institute of international relations (MSIIR)is being considered. They are supposed to read the course of lectures, devoted to the burning issues of international economy and development of the world markets in May, 2008 at the university. Invitation of the known MSIIR teachers in other spheres of scientific activity is envisaged as well.
     The agreement on arrival of Professor of the Royal military academy of Great Britain James Sher in our university with the course of lectures has been reached. Professor Sher is known as an experimental specialist is in the field of international relations and problems of safety, he teaches in many educational establishments of the world, including such known university centers, as Oxford and Harvard. We hope that this collaboration will be of systematic character in course of time.
     In addition, the agreement on delivering the lecture of J. Green, the chief of the NATO Office of connection in Ukraine in the National university of tax service of Ukraine this year in April has been reached.
     Today in the stage of planning and development there is a number of the cooperation programs with higher educational establishments of countries of Euroatlantic community and postsoviet space.
